If you already have the latest version of Silverlight Tools for Visual Studio 2008 SP1 installed, do not apply this hotfix rollup. All the fixes in this hotfix rollup are already included in Silverlight Tools for Visual Studio 2008 SP1.

これは、 VS2008 SP1 で ( さらに ) 機嫌が悪くなってしまった WPF デザイナーに対する、 ホットフィックスらしいです。 ホットフィックスなので、 原則としてはサポートに連絡して入手するのですが…
どうやら、 Silverlight Tools に含まれている、 ってことらしいです。
